How can this be fixed?

I was in St. Thomas in June and paid one of the crew $20 for a roll of 12 shots of a parasailing trip. He was using a really nice SLR and shooting 100 speed film. He obviously had no business charging for professional shots. This is the best of the 12 shots and it is terrible. I was wondering what's the best anyone can do with it to clear it up. If you can do anything with it, I'd appreciate receiving the touch-up at madwand@madwand.org. I am making a DVD of my video and pix and would like to use these if I can. They are off a photo CD which is why they are so small. I complained to the company and got a refund, but not much consolation. I am also considering applying some effect to them if they can't be cleaned up. I have about 4 shots that I want/have to get fixed and I am going to use them as they are even if I can't improve them; I may do some effects with the rest.

I am no good with my photoshop (I have v.7--I might be able to follow a tutorial if anyone can walk me thru), but I have tried a program called Unshake and it had negligible results. Thanks.

Well, not necessarily... I don't know how often everyone else checks the forums, but I look every 4-5 days or so; sometimes it is a while between new posts.

If the photo in question is the one at the link at the bottom of your first message, you're right, it's pretty crummy. I don't know all the Photoshop in the world, but I do know that every tutorial I've ever seen about sharpening says there's no way to sharpen a photo that's blurred in the first place. It would look a little better if it weren't blown up to full size on the computer screen.

I'm replying from work, and don't have my own computer and Photoshop here, so I can't mess around with it now. But I'm back home at about 5, and could download it and play with it a bit then, or suggest some things for you to try.

It's to be used on a DVD so it will be blown up regardless of what size it was scanned at.
