Camera giving shaking icon when trying to take picture

Hi,

I am a beginner and i am having Sony DSC H1 camera. When ever i tries to take snap the camera shaking icon will appear, but when i put flash it will not show this icon. I used a tripod to make sure of this, but still this icon is appearing and when i use the flash this icon is not appearing. Any idea why this is happening? any help is appreciated...
