ShallowRunner here is the way that I know to accomplish this border effect that you inquired about...... I'm using PS7 if you have any questions let me know

• Set background color on the color palette
  
• Control A
  
• Control X
  
• Image > Canvas Size increase desired amount
  
• Control V
  
• Move photo layer to desire position
  
• Edit > Stroke set color and desired width
  
• Add desired title
  

With most things in PS their are multiple ways to accomplish the same task … if anybody has an easier way to do this … please add it to this thread
