How do you rate pics?
To me, first it's the subject, the composition, the lightning, the atmosphere, the technique, and at the end, the pic should have at least 1024x768, I don't like small pics.

It has everything except it's small and I'm not giving a 10, actually I won't give anything since everyone already gave 10, I'd feel alone with my 8.

640x480 simply doesn't give me enough joy.

My votes have been based on what is appealing to me. A '5' on the scale is good, but I think people are hesitant to give a 5 - and especially lower than a 5. I don't think a 5 is an insult at all and I consider a 6 or above to be a compliment. To me, if the subject is clear and in good focus (if it's supposed to be) with good exposure, it's worth a 5.
I don't know enough about photography or judging what is good about a photo technically to give a person lower than a 5 - and yes, that may be a cop out. In other forums, I've seen people that supposedly know what they are talking about say an image is great when I thought it sucked, so who knows. I think people can be too sensitive and can't take constructive criticism. If someone gives a low mark and explains why without acting like an elitist, no one should be offended.
I'll have to disagree with the opinion that the images should be that large to be a 10. I like to see them decent size, but don't want to scroll to see the whole thing. Most people run 800x600 resolution and I think 600-800 pixels on the horizontal side is sufficient.

I try to give my humble opinions whenever I can and anything I ever rate usually gets at least a 7, meaning that it should be kept instead of deleting it. I try not to rate below that for fear of offending the photographer.
A rating of 8 would meant that it is something that attracts me emotionally and most likely I would spent some time looking at the pic itself.
9 will be an excellent and almost perfect pic, something I wished was taken by me. 
10 of course will be a perfect pic in terms of lighting, exposure, composition, etc with a touch of uniqueness. It must be something that makes me sit up say 'wow'.... I almost never rate a pic so high, probably I am not even qualified to judge..
I do wished there are different but standard criterias for the ratings... will be easier for novices like myself to improve ... About pic sizes, I myself always resize to about 650 max for either the height of the length so that it would fit into most screens without having to scroll.
And of course, always to take ratings with a pinch of salt...

Alternative/ Comment without number
There has been several times when I was not able to settle on a NUMBER grade, but I felt that the photo was well worth talking about. In those cases, I have just wrote a comment without giving it a grade. This way, the photo gets some feedback to help the photographer, and make them feel good that their work is getting recognized. There has also been times when I did this for the POTW...... I feel that even when we leave JUST a comment, that Paul reads the comment and takes in to consideration what we have commented about.....

I've actually stopped rating pics except for the weekly competition. I just feel that real feedback is more valuable than a number, especially when numbers mean different things to different people.

My vote is usually based on how the photo makes me feel. I am not qualified to vote based on the "technical" points that a good photograph should possess. If I look at a picture and say to myself, "Wow, thats neat" then I will rate it higher. I've seen a few photo's that have been highly rated that do nothing for me. On the the other hand I have had a few photos get better ratings than I thought they would. Shows what I know...lol. As I continue my education through the school of self taught photography, I hope to pick up on what and what not to do.
To each his/her own...
And I welcome any and all "CONSTRUCTIVE" criticism. Don't tell me I suck and give me a 3.

I generally develop a first impression of the pic just by my initial reaction. Do I like the photo or not? Then, once I have a renge in mind, I look at composition, sharpness, originality, etc to finalize my grade.
And I always try to leave a comment of what I like about the pic. If a flaw stands out, I will mention it, but I try to always find a positive comment also.

i agree with joe750. but not with how pics have to be at least 1024x768..a bit too big for me..
i also agree with yappiez, somehow i am hesitant to give anything lower than a 7, and i still haven't yet. probably because i feel i might offend the photographer.
usually, if i think that the photo is below a 7, i don't vote it. but maybe i should..what do you think?
do you think it is necessary to have a rating system from 1 to 10? so far from what i have seen, with a few exceptions, most people rate in the range of 7-10.
just a thought:
maybe it would be more sensible to have a rating system from 5-10(still good to excellent) and have like 5, 5.5, 6, 6.5, 7, 7.5 etc
the overall rating would probably be more accurate..??
jsut that i don't think people will be rating other's pictures with a 1,2,3 or 4.

My rating and comments are mostly influenced by the impact the photo had on me, from an emotional and aesthetical point of view. Rather that focus on the number I try to communicate in my comments how the photo made me feel, what memories it bring to my mind, what did I like on that photo (could be coposition, color, light, contrast, the subject itself, etc) and if I think something can be done to make it even better I will shre my humble suggestions.
I believe the comments are far more valuable that the number. For my own photos, I am grateful for the people who took time to let me know what they think and how they feel with my ;pictures. Poeple who share tips and suggestions on how to make it better. The number is irrelevant for me.

Hello all,
I also vote on the way a photograph impacts on me,,, sometimes it has that WOW quality that I just can't put my finger on, sometimes it's the subject combined with the lighting and the composition and the technical difficulty of the process.
Every so often it's the trouble that someone has gone to get that elusive shot, like a reward for the effort.
But most of all it's the visual joy a particular photo gives me.

I rate it as such
If the thumbnail grabs me, then I have a look, if I still like the picture, then it will naturally be a 6 or above, as I interested in the picture, then its a case of checking exposure, color balance, lighting etc, generally these are worth a point each for a very good example of each of these traits. I would not generally give a ten as there is no such thing as a perfect picture, given enough time you will find a minor fault.

Maybe we should consider a scale something simple like 1 (nice picture, not very special), 2 (good picture) and 3 (very good picture, well done). Or should we use a more complicated rating system in which you can give rates for sharpness, brighness, composition etc. This would give the photografer much more information than a simple rating system.
