I think this thread is the right thread to discuss this subject (how do you rate pics).
So I invite everyone to contribute to this discussion!
An, I agree, it will take some more programming (thats the challence for the programmer).
Regarding my last contribution, I have two suggestions:
A) make the rating system more simple : 1 for nice, 2 for good and 3 for very good
B) make the rating system more informative by ratings for sharpness, brigthness, composition, colors (if applicable) and let the program calculate (based on those items) an overall rate.
Now lets see some more contributions to this subject

Photography may be part science and technical ability and a lot of different things coming together, but the actual photograph is a final product that is art - and I think breaking down a subjective rating into too much detail clouds the issue.
In a way, the weekly contest ratings are all relative to this particular week - I will likely rate each photo relative to what else is posted and how much I like it compared to it's neighbors. What I rate a "9" this week probably wouldn't compare well to all the "9's" I give in a year.
You could have a ton of guidelines as to what each rating number means, or just a global "feel" of what you think one particular photograph deserves, which I like better.
Sometimes you have to look at art a dozen times before you really develop an appreciation for it, anyway. The ratings are kind of a first impression, like when you open the door when your blind date arrives.
I think of "1" being not worthy of the space used to host it, and "10" as something I'd like framed above my bed. I'm not likely to give out either one...
