I leave a uv filter on my expensive lenses all the time to help protect them. A UV filter block zero stops of light, so it is never a problem during the day, however, as you already know, I shoot alot of night shots/ long exposures. When I do this I have to take the UV filter off because I get glares off the UV filter.
As for the circ. polarizer, I use it alot durning the day too, It reduces glare from harsh lighting, reflections etc... It also helps add color to flat colors such as a Blue sky with white clouds. If you dial in the Circ. polarizer, it can over saturate the colors. A circ. Polarizer block 2-4 stops of light... you have to be careful handholding the shot in less than bright light because your shutterspeed can slow down to much for a sharp shot if you shooting in aperture priority.
I also use a Neutral Density filter alot. It blocks 4 stops of light and can be great used to block the sun of bright skys.... Most of my sunrise shots in my gallery are shot with athis ND4 filter on the camera......And the last shot I entered of the pier had the Circ. polarizer and the ND4 both on the camera to block 6-8 stops of light.
I also use a gradient ND filter....this does the same as the ND4 but the top half block 4 stops and the lower half is UV... This allows me to expose the ground without blowing out the sky.
The only filter I will attempt to usr at night is the circ polarizer, with a tripod.....you I have to be careful of lens glare shooting into lights..
I hope this helps ...I read a book about filters before I set out to purchase them.... When I chose my two expensive lens my 17-55 f2.8 ED and my 70-200 vr ED f2.8....I was thrilled that both of them are 77 mm....All filters fit on both lenses.....But you can purchase adapters that allows you to by one size filter....and fit it on any size lens.
