SLR lenses Need help

Basically right now I'm thingking for either Sony DSC R1 or Nikon D50 for my new camera. However, I'm quite confused with the lens capabilty of SLRs.

My question is Lenses are categorized like for example 18-55mm f/3.5-5.6. Is the f-stop indicated is the min and max for the lens? Thus, I cannot use that lens if I want a smaller aperture size shot like F8 or F16.

I'm still considering DSC-R1 becuase I don't need to buy lenses and the reviews on my research are giving the dsc-R1 lens thumbs up.

I will appreciate anyone's response on this.

No - that F-stop is the widest it will go - meaning the narrowest depth of field, or the ability to take more handheld shots at the lowest light. Most will narrow down to match your camera's capabilities and the lighting. e.g. f22. I think my D50 goes up to F/28 or possibly F/32 giving a very wide depth of field and handling very bright conditions.
