Viewer:
-Windows viewer because it is very fast
-ACDSEE 7 - also pretty fast (especially comparing to 6th version), good functionality and nice look, also I like it more than Windows built-in viewer when you zooming, navigating around a picture..
Editing:
-Ulead Photoimpact 10 - in my opinion it is more comfortable in use than Photoshop with about the same functionality (at least from the point of view of home user).
-Photoshop CS - well you can't go wrong with this software.

For photo resampling I created and use PhotoResampling. It yields good results, especially GBLS algorithm that works fine for 250% enlargement or more.
