looks like its a scanned pic. perhaps it can be scanned at a higer resolution and downsize again?
The water effect is great but i think the overall pic lacks sharpness.

You can see where it wasn't straight on the scanner. Is it the picture or the scan that is fuzzy? You can always try USM in photoshop if it's the picture. Other than that it's a pretty picture.
