Unhappy Removing debris/specs from pictures taken with dirty lense?

Can anyone tell me the best way to eliminate or minimize the presence of debris and specs that shows up on my digital pictures b/c of a lense that has dust and particles on it at the time the photo was taken? I have Photoshop Elements 2.0. I have attached an example for reference.

Any thoughts or ideas would be much appreciated!

Hi,
the "healing brush"tool is quite effective at removing spots from your photos.You could also clone them out.The best thing to do however,is to get your camera's sensor/lens cleaned
