sharpening a cropped image

I have a canon a80 and shoot at the highest resolution. I use Paint Shop Pro to edit. I cropped a small section of a photo and the resolution is very poor when I blow the cropped image up to the original size of the photo. Is there a technique in PSP that would rework the pixels to make them appear smaller, or is there another software product that would do this for me?
