PScs and PSEv2.0- A FRAMING QUERY

Talk about bizarro! Listen to this: I use PScs for all of my
digital picccccccc edits but when it comes to framing[ even though I downloaded all of BUD GUINS and moved the file into Filters I don't know if I'm a moron, though at this juncture, I'm allmost willing to put the blame on myself. OWTF, where or where. gotta explain things pretty damn simple or the simplicity of EFFECTS[ no dams effects in PScs
that I have in my still on the old hardrive: PSEv2.0. So, could someone pleas tell me what's the secret in PScs?POR FAVOR!
