Can anyone give me advise what is the best 35mm film/slide scanner for around 400$. I don't reall care about speed that much.

I'm no expert, but I was asking the same question just today on another site. In fact, that's why I am looking in this forum, now.

One answer I got was "Epson". I don't have a specific model number, though.
