There are great books out there that can get you started. My favorites are by author's Andy Anderson and Scott Kelby. Scott has quite a few books out and all of them are great.

In addition to tutorials and classes, just experiment and have fun! Open a few jpegs and see what all the tools do. Get a feel for what levels/hue/sat/duotone/tritone/etc can do for a photograph. Crop, dodge, burn.
I learned a decent amount just from doing that but I would suggest also taking a class or using a tutorial.http://abstractlatte.blogspot.com
