Problem with 20 px thin black

Downloaded 20 px thin black outline plus drop shadow from here

The action stops at the Fill command giving error message
"could not complete the command because the selected area is empty"
Tried stepping through but could not fathom out why the action stops. The same happens with the 5 px thin black download. Must be something amiss at my end...am using PS 6 whereas the action was written for 7. Is this the problem?

Any Action Gurus out there who can give an opinion please

Usually, it's because the layer you're attempting to run the action on is empty. I've not used that action before, but that's typically what that error is saying. I'm not ruling out the version differences being a problem though.
